Executive Vice President of Operation

Overview:

Reporting to the CEO, the EVP, Business Operations, in collaboration with senior leadership, is responsible for developing and executing business strategies that support Avenue 360’s values, vision and mission. Plans, organizes and administers the operation of FQHC outpatient clinic. Responsible for the administration of a wide variety of clinic functions including policy and procedure formulation, development and marketing of new programs, and planning and budgeting. Accountable for development and implementation of strategic operational policies and practices designed to ensure the organization meets its goals.

Duties and Responsibilities:

· Evaluate performance of the organization in meeting objectives and determine areas in need of cost reduction, improvement, and change.

· Develop, recommend, and implement new or revised policies, standards and procedures; interpret policies, standards and procedures; monitor policies and procedures for compliance with quality standards.

· Supervise, assign, direct and evaluate the work of subordinate staff; recommend action on classification, discipline and other personnel related issues.

· Builds departmental infrastructure, including staffing, consistent with organizational size, complexity and business needs.

· Plan, organize, and direct all facets of a complex FQHC outpatient clinic including annual program planning, budget estimates and revenue projections.

· Manage operations and plan, organize, coordinate, and direct the provision of services for FQHC outpatient clinics.

· Consult with CEO, EVP of Medical, and staff to coordinate and formulate outpatient service programs.

· Research and plan services and programs of outpatient care; plan and develop marketing strategies for outpatient care services; develop new strategies, services and programs based on community needs; develop goals and objectives to accomplish program goals.

· Participate in pricing of clinic services; coordinate medical records and registration functions for the outpatient clinics; negotiate service contracts for outpatient services with managed care organizations.

· Review and investigate physician and patient complaints and recommend policy changes if appropriate.

· Recommend additions and modifications to facilities and buildings; review and analyze physical facility layout and recommend optimal usage of space; prepare facility use and program plans.

· Prepare operating and capital equipment budget for outpatient services; prepare statistical reports on workload, budget and productivity results; monitor financial performance of functional areas and recommend and implement adjustment to avoid over expenditures.

· Oversees, reviews, and approves proposed improvement plans to the operations of the Human Resources department and infrastructure.

· Oversees, reviews, and approves the selection of directors or other high-level staffing placements.

· Facilitates a work environment that encourages knowledge, respect, and development of skills to engage with diverse cultures.

Education, Experience, Licensure/Certification and Skills/Abilities Related Requirements:

· Bachelor’s Degree from an accredited college or university. Additional education in hospital health care, public health, public or business administration, or in a closely related field.

· Seven to 10 years of experience; with at least 5 years in a leadership role

· Knowledge of principles, methods and procedures of modern health care administration and organization, including linkage systems with other health organizations.

· Knowledge of modern outpatient care service management and coordination.

· Knowledge of management, organization, budgeting and staffing applicable to health care programs.

· Knowledge of federal, state, and local laws, rules, regulations, and guidelines as they may apply to safety and infection control practices and licensing requirements.

· Knowledge of principles of management including training, directing, evaluating, and supervising subordinates.

· Knowledge of medical terminology.

· Knowledge of community resources for health care and services.

Participates in training required by the funding source and/or required by licensing board.
