Overview: This is a highly responsible, professional, and administrative leader skilled at planning, coordinating, supervising, and evaluating the activities of Avenue 360’s Behavioral Health Department (BHD). This work also requires active participation in representing and responding to Behavioral Health issues in the community.

Duties and Responsibilities:

  • Work involves responsibility for supervising program managers and clinical lead under Behavioral Health Department (BHD); reviewing, evaluating, and developing short- and long-range community behavioral health programs; assisting in preparing and administering the departmental budget and monitoring budgetary expenditures; assisting in supervision and analyzing the collection, tabulation, and analysis of behavioral health related statistics to aid in the solution of local behavioral health needs.
  • Supervision is received from the Chief Medical Officer with work reviewed in the form of reports, conferences and demonstrated effectiveness of behavioral services within the community.
  • Supervise Program Managers and clinical lead engaged in various program activities in support of Avenue 360, coordinate facility programs with the EVP of Clinical Services. Review, evaluate and develop goals, policies and procedures governing behavioral health programs; ensure work and treatment environments are safe and supportive; assist in reviewing, evaluating, and developing goals, policies and procedures for collaborative community projects involving community agencies.
  • Monitor behavioral health statistics and related data utilized in evaluating community mental health issues and concerns; develop community behavioral health programs to promote the treatment of mental health related needs within the community; develop strategies to reduce the stigma of mental illness.
  • Assist in the preparation of BHD administrative and program budgets; approve and monitor all budgetary expenditures.
  • Develop and coordinate BHD activities with community partners; evaluate programs and activities to ensure continued progress and goal attainment.
  • Function as Community Behavioral Health liaison to Service Providers, Consumer Organizations, community organizations and the public organizations. Provide information about Avenue 360’s BHD programs and services including locations.

Education, Licensure/Certification:

  • Master’s degree in social work (MSW) from an accredited program.
  • Current and unrestricted LCSW license in Texas.

Experience, Skills/Abilities Related Requirements:

  • Minimum of 5 years of post-licensure clinical experience, with at least 2 years in a supervisory or leadership role.
  • Experience working in an FQHC or similar healthcare setting.
  • Strong knowledge of integrated care models, evidence-based behavioral health practices, and population health principles.
  • Excellent communication, organizational, and leadership skills.
  •  Extensive knowledge of the principles and practices of behavioral health planning, organization, and administration as they apply to the operation of community Behavioral Health Department.
  • Extensive knowledge of the sociological, behavioral, and cultural factors influencing the behavior, attitudes, and performance of mental health clients.
  • Extensive knowledge of the functions and services of community organizations and related human services.
  • Thorough knowledge of behavioral health program accreditation requirements and program administration necessary to maintain continued status.
  • Ability to make professional and administrative decisions within the framework of agency rules and policies.
  • Ability to plan, assign and evaluate the work of subordinate professional, medical and support staff members engaged in various BH health programs.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with governmental officials, community agency representatives, co-workers, peer workers and the general public.
  • Experience in administering a community or public behavioral health department is also preferred.
  • Participates in trainings required by the agency, funding source(s), and/or as required by licensure if applicable.
